About AIMICI
Founded in 2023, AIMICI is a Canadian-based non-profit organization that monitors, analyses and educates on governments' use of artificial intelligence in immigration law, while advocating for its fair and just application to the human beings impacted by its usage. AIMICI is dedicated to ensuring that AI use by governments to manage immigration is consistent with human rights and the rule of law.
AIMICI conducts research and provides advisory and consulting services to governments, courts, and private stakeholders. AIMICI is also engaged in advocacy, and education initiatives to promote transparency, accountability, and responsible use of AI in immigration systems.
AIMICI members were expert witnesses and legal counsel to the applicant in Mehrara v Canada (Citizenship and Immigration), 2024 FC 1554, the first Canadian federal court decision to examine the legality of using automated decision making tools by immigration authorities.
AIMICI is composed of leading immigration law practitioners and subject-matter experts who map risk patterns in AI processes (such as automation bias, due process erosion, and opacity), engage stakeholders in consultation processes, and produce governance-relevant insights for countries implementing AI tools. Our focus on practice-based and stakeholder-informed monitoring allows us to identify and evaluate emerging risks and governance gaps stemming from AI use in the public sector.

Zeynab Ziaie Moayyed (B.Comm, J.D.) is a dual-licensed immigration lawyer and Certified Specialist in Immigration & Citizenship, based in Toronto, O.N. She has extensive experience in litigation involving the use of Artificial Intelligence in immigration and administrative decision-making. -

Will Tao
BOARD VICE-PRESIDENT
Will Tao (B.A., J.D., LLM) is a Canadian immigration and refugee lawyer based in Burnaby, B.C. He completed his Masters of Law in 2025 on the topic of the use of automate decision-making in Canadian immigration and administrative law. He has testified in front of the Parliamentary Committee on Citizenship and Immigration (CIMM) and sits as a member of the Federal Court Working Group on AI. -

Karina Juma

Karina Juma (B.Soc.Sc., M.A., J.D.) is a Canadian immigration and refugee lawyer based in Burnaby, BC. She has worked closely with Will Tao on issues surrounding artificial intelligence and immigration since January 2024. -
